Lake City Charging FED

I purchased one kanal plot in Lake City Lahore in 2015 but did not get possession letter at that time. Now, last year when I applied for possession they charged more than Rs. 800,000 in the name of FED which they have not deposited to FBR as yet.
If some one has similar experience with Lake City, please comment.
