Dear friend Rashid Latif I feel bad you may have to pay lot more for waiting too long till today to see advertisement in newspapers before completing your buying.

I fail to understand why you are still undecided. For past one month I am saying if your budget allows you to buy commercial go for it right away. It will give you twice or even more return against residential
files. If one cant afford commercial file yes he should buy residential files but you could afford commercial.

Let me give you one more good idea may be that will help you to make this decision right away.

People who cant afford your budget are helpless and have some risk risk. Even if its very low risk of just 5% or less to get a bad location plot in ballot that is facing commercial, facing overhead tank, facing mosque,facing sector shop, facing grave yard etc. Risk is there for 5 out of 100 will get a bad location. 95 out of 100 will get good or great location facing large road facing park or one of 100s corner plot. My dear friend you have ZEEERRRRROOOO risk to have bad location plot against your commercial file and not like above residential file holders. Did you get my point clear enough.

Now try your best to lock the deal where you are sure you will get it transferred without trouble. Some times its ok to wait.And even months wait is ok if you expect to save money. More wait you here more bigger amount you will have to pay. A 4 marla on front in DHA6 is 6 tp 9 crore today. After 5 to 7 years when DHA6 4 marla will be 15 to 20 crore at least inflation adjusted. And DHA phase 9 commercial of 4 marla will also be at 13 to 15 crore when DHA9 will be a developed phase with few houses in it. A residential plot that is at 2 crore today can NEVER EVER be at that price of 13 to 15 crore in 5 to 7 years. If in DHA 6 4 marla can go from 1.25 crore to 8 crore why its cant multiply same percentage wise in DHA Lahore phase 9.

Thinks later buy 1st. Trust me over a decade experience and 1000s of deals are telling me you will make huge money. May not reach huge amount I just wrote above if I am wrong but a lot better than 4 files for sure. 100% Sure. Dont worry about few lacs gains it had in few days time. This is the price people pay for peace of mind that now a clear date of ballot is there. Until this advertisement came in even I was afraid.What if Brig sahib change his mind and wait even more. But he is gentleman. Kept his promise and did the ballot in day and not even waited weeks.

This Out line Map does not show any interchange in phase 9 there are 4 Underpasses, the only access to interchange will be either phase 6 or Suigas or Ferozepur road, Is it corrects.

jameel bhai aik aik key teen plots nazar aay rahey hein kuch time de dein please. I am already very worried about a lady post answer too that wanted to book a plot on installments. Just not able to write detailed answer for her post. I gave her my word I will to it soon and I want to keep my promise. I am afraid she may get trapped in some unsafe scheme.

I will have to take a close look at Ivy Green map. Have to look at google earth map in detail to see all area in and around it since i cant personally visit it. I am not in position to give my opinion here without a deep thought process about Ivy Green all blocks. One thing for sure If DHA Lahore phase 9 ballot was held for while longer Its prices could have gone up more . This was the reason DHA 8 z block ballot hit us from no where in picture.


Now DHA 9 will have lot more attention and focus of all dealers and buyers. Action now is in DHA 9 and more people are learning this news that ballot is here now finaly.More people know it more its price is gaining and more people that were sitting on side line are coming on to buy here before it gets untouchable like DHA6 or DHA8.

So I guess DHA 9 ballot news may not be too good for Ivy Green plot holders. Could have been better if party was a little longer. Am I right Jameel bhai?

Agreed, but only partially. If DHA9 gains a lot, Ivy Green cannot lag behind by much, such is the "elastic effect" of property
prices everywhere. So Ivy Green shall also gain, may be by a lesser amount, but surely it will. Am I right CMY sb.?

What is process for affidavit files transfers

AOA

Lot of friends here requested me to explain the process of affidavit files. I am unable to name each friend who asked about it. Sorry about it.

In step one owner directly or via an investor hands over his 4 kanal agriculture land to DHA Lahore for getting 1 kanal plot after the ballot in that phase. This land owner or investor also agrees to pay what ever development charges that are imposed on files after ballot and before he gets possession of plot. DHA gets registry done to their name after getting it checked via legal branch that its trouble free legally and DHA takes the lands possession. It takes about 60 to 90 days time for this legal work to finish. Land owner is now entitled to have an intimation that turns into an allocation letter made in his own name or new buyers via an affidavit.



In step 2 land owners/investors find a buyer. Ask DHA on a stamp paper to issue allocation letters to new buyer. This can be done in two ways. A transfer clear affidavit is the one where file is cleared from land branch to issue intimation letters. A Cool sahib will sign a sign and affidavit without filling buyers name and land owner can find a buyer and fill his name to get affidavit transfer. This is called transfer ready affidavit file(In simple word already cleared from land branch). This is right and safer way of affidavit transfer.

In other type affidavit it is not cleared yet from land branch but buyers are lined up sellers and seller will than ask land branch to check and clear all his files at once.After file gets cleared than actual transfer will be held. Its called non cleared affidavit file. Careless or ill informed dealers/buyers use this risky route and get stuck into trouble when their cases gets stuck in land branch. Even though you will be told yes this guys this land owner gave land to DHA and entitled to 1 kanal file but file need to cleared by land branch first. You dealer never make it clear to you this affidavit must be cleared from land branch 1st. If file is missing documents or some litigation issue come to surface your affidavit intimation is held until land branch clears that file. 99 % time nothing happen.1% time you get stuck for month. Good land owners/investors dont make a deal or sell a single file until land branch clears their files for intimation making. Greedy land owners or dealers sell their affidavit before land branch OK hoping by the day transfer is done land branch will have file cleared. Now on transfer day every one started yelling at each other if files are not cleared yet from land branch.


Step 3 Land owner is issued transfer voucher for Rs 6500. Buyer pays that fee to bank. He can now take this paid voucher and his affidavit to land branch with dealer and land owner and buyer. DHA Staff normally a col there checks the file to see if any more file can be issued to land owner or he have not already used all his land given to DHA. Its done to satisfy verbally to buyer he will be issued an intimation letter against this affidavit. Col sahib will say ok leave paper work here and come back in 2 to 3 days to collect your intimation letter yourself or land if you chose land owner/investor can get it on your behalf.

Step 4 buyers or sellers collects intimation letter that is in name of buyer. Buyer now have to wait 30 days to collect an allocation letter from transfers branch free of cost. If buyer wants an urgent allocation letter can be made in 1 to 3 days by paying Rs 22000 fee.

Step 5 Buyers get allocation letter. After receiving it from transfers branch buyer pays rs 37080 associate membership fee ( Keep in mind membership fee for allocation to allocation is always Rs 22830 ). If you paid Rs 37080 it was an affidavit file.

You are now 100% sure to be in ballot. Intimation letter automatically turns into an allocation in 30 days and allocation letter is ready for ballot. If you buy an affidavit file make sure your you pay urgent fee to make it allocation letter before Wednesday May 13,2015

Price of affidavit files is always higher than allocation files but their cost of transfer is always lower than allocation files transfers. Net saving is 10000 to 20000 max in most cases. In my opinion not worth the headache you have to go through. Also you wont get any sales agreement from seller or his dealer. All you get is a receiving of pay order in sellers name. Even there 50% people are not even sellers who receive pay orders. Many market makers buy bulk files from land owner by making upfront payment so on transfer time payment pay order is in name of market maker not the actual sellers. You are out of luck if any legal or tax issue show up in this transfer.

In many cases dealers have no choice but to go for affidavit transfers. It happens a lot near ballot.All allocation files are short due no available sellers. market makers are able to buy affidavits from village people. Many times market makers have paid the land owners years ahead and only do transfers near ballots to protect them. Baba gee might get too greedy looking plots prices and give trouble in transfer . Land owners never turn their files into allocation because they get high prices and are able to avoid TAX department too after sale. Buyers demand prefer affidavit when files are in large amount especially commercial plots transaction because they also save big amounts of CVT etc. If commercial affidavit are already cleared from land department deals are very smooth and risk free. Also try your best to make pay order in name of seller to largest possible amount if not all of the amount. All these term of deal must be discussed before deal in finalized. Normally uneducated s land owners say putter tenoon tey plot chai da ay teenon ke lagey check meno maley ke ke investor noon. Trying your best to get land owner sign copy of pay order even if its in name of market maker.

Once again forgive my poor English. I dont know how you guys are able to ready. My son always complain after is send him 160 letters SMS. he always call back Daddy what you just sent me I can understand a single work of it

Yesterday I filled in LRE form online with my Allocation Letters Nos. and paid up Membership Rs.22830/- each for 2
files of 1K.(Ph-9).

Thanks for detailed reply, there were many things even unknown to me, I am always in Hurry in Pakistan and taking your advice years back once I went for a allocation file and transfer was smooth like a plot and all money paid to owner,
Looking at this process of affidavit, there are so many cards not with Buyer but seller as well, no matter how vigilant and clever buyer is there can be issues especially when market is hot and price is changing every few hours.
I bought a file in Cold Market at that time I came to know

Prices though given as "Gold Rate" are not accurate, and there is bargain of 1 to 2 Lac, 33 Lac File I Got in 31.50.
2. I had to wait for few days to find bargain rate but dealer was offering from the first day affidavit file at 31.25 but I was interested in getting allocation.

Can you give comments about bargain in file price and why affidavit was available Cheaper or easily where as you told opposite.

I purchased my ph9 file through LRE. I have not picked the allocation letter from DHA office as it requires few days time and i need to leave abroad.

Is there something to be concerned about? Or my file will be included in the ballot automatically since the rest of the paper work is complete.

Lahore Real Estate is very crazy about paper completion from day one. It have been our no reason of success.

Its due to our massive dealing in Bahria Town Lahore sector C file in early days when we opened our door. Every file use to come to our office for buying selling we would never ever buy sell it until its each slip is complete and personally verified from Bahria office. Even if bought from our family members we wont compromise principal and get it verified from Bahria before sale. People use say we were nut checking each file so closely for fraud or litigation etc. But after some time every dealer new If they was a clear trouble free where to go first. That was the reason Lahore Real Estate became dealers of dealers in Bahria Town Lahore sector C market in less than a year. We used to buy sell more sector C files in a day than all other Bahria Town dealers combined sales for the day.

We kept same principle here. All files or plots papers that came to our office in DHA Lahore market from 2004 till today for sale purchase we scanned each document or made a copy to be scanned later. Checked each document and made sure from DHA office the copies we got belong to original sellers. After transfer all documents are scanned. They are emails to who ever want emails before they are sent via TCS etc if one can pick them from Lahore. Many people dealer or even clients thought we were nuts wasting our time because what is the use to scan and save docs if seller is never going to use them or buyer is 100% comfortable its DHA no worries. But on time like today near ballot when some one calls me and say my papers are in locker in Pakistan and I dont know even my files number. You cant how good I feel and It makes me so happy our extra work made it possible to help people like this person.

You will not believe it but we have some clients that bought files from us and forgot they even had it and got surprised to find all paperwork from us to get their intimation letters of plots from DHA.

Meer bhai and Shah g I have a superman in my office. His name is Tariq Raheem. He is extremely good with paperwork of DHA Lahore and never forgets to complete each transferred property paperwork in time.

Nothing to worry about your files are complete. We already had a list of all file holders and needed docs to recheck with DHA. All we need from you was allocation file number and owner name so we can know you still hold it sold it.

Until 2011 each paper of every file was checked by me for making sure its 100% complete. After that Adil bhai checks each file for full compltion. We may be too soft on many things but here no mistakes are allowed in our office. You may have notice I am not easy even now and keep reminding every nothing wrong with double checking.

If you bought a file from us dont need to do any thing. You will get an email and SMS with your plot number. But only if I get sweets from you :)

Just kidding every one will get SMS and emails even if they have not purchased them from us. Doing these small extra things near each ballot do help our biz and also help our cleints at same time.

While SL1 will be mainly the affair of DHA 9, and SL2 have already provision by societies it is crossing . Their route is almost clear. But SL3 route will be challenge as there are developed societies on the way, Authority can’t wipe existing possession given houses and plots, and Commercials.
What I think From Adda plot LRR SL3 will pass on Jati omrah road till Suigas entrance then only option Looks to run over Main Boulevard of Suigas till it reaches NFC2 , It will either pass on its outer edge on the sunder side or through NFC2 itself. If it passes through NFC 2 then can be over 100 Feet Road [which may be widened] between E and F Block, As this Road already Blocked by encroachment at its exit, so NFC will not have to lose much rather gain, they may have to do some minor adjustments in the Blocks and can start development with hefty compensation which they get from LRR Authority. They are already in very good terms with Sherifs Govt,
The Possibility of passing through Becanhouse, AWT2 and then Bahria and NFC2 A block side is less Likely as more compensation will be needed and LRR will have to cross developed Land and Security of Bilawal House will be Compromised.
the extesion to other side like Sundar state side also looks far fetched idea.
This is just a speculation Please don’t make any decision of sale or Purchase based on that.
Any other thoughts are welcome
