Budget Overview

On the 12th of this month, the budget was announced. We’re analyzing its effects on the real estate market, specifically in Phase 9 Prism. Our previous videos provided general updates on the pros and cons of the budget for real estate.

Phase 9 Prism Valuations

  • FBR Value: Around PKR 50 million.
  • Market Value:
    • 1 Kanal Plots in A and R Blocks: Around PKR 15 million.
    • Other Blocks: Approximately PKR 12.5 million.

Despite the stagnant market, there’s potential for slight increases in FBR valuations, though significant hikes are unlikely.

Impact on Property Values

FBR Valuation: The FBR value of properties in DHA Phase 9 Prism is currently below market value, resulting in no significant impact on buyer and seller costs. However, a slight increase in FBR valuation may occur, leading to a marginal rise in acquisition costs for buyers.

Taxation Changes

Capital Gains Tax:

  • A new tax of 15% has been introduced on short-term and long-term capital gains, except for transfers between family members.
  • This tax will not affect DHA Phase 9 Prism significantly as most holdings are long-term (over 30 months) and thus exempt from this tax.

Other Fees:

  • No changes have been made to transfer fees, membership fees, or stamp duty in DHA Phase 9 Prism.

  • Transfer Activity: Currently low, averaging 20-22 transfers, but could surge to 100-200 with positive market shifts.
